For outdoor activities, no — 14-18°C daytime temperatures are comfortable with layers. For the fire pit evenings (4-8°C), a warm jacket is required. All villas are centrally heated. March is genuinely cold by city standards but comfortable for the outdoor mountain activities that Bhurban offers.
April is the better spring month overall — warmer, more developed wildflower bloom, rhododendron at Ayubia. But March's specific character (the bare-to-budding transition, the winter-spring overlap) is visually unique and not available in April. March for the transition; April for the full spring.
